On my card statement - ITUNES.COM/BILL 12.99 at 11th February, 11th March. I have no idea what it means and how I can cancel it. Please help.

This is a user to user support forum. You're not addressing Apple here. Please read and act on the following:
Review recent purchases at https://reportaproblem.apple.com/ or check your purchase history in iTunes and view your subscriptions. If you are the organizer of a family share check for purchases by other members. In principle all sales are final, however you can potentially request a refund for an unintended purchase or a product that isn't as advertised.

If you cannot identify the payment then perhaps you are looking at a phishing email.
If there really have been purchases that you didn't authorize, or you've entered your Apple ID credentials at a fake Apple portal, see If you think your Apple ID has been compromised - Apple Support, change your Apple ID password, and if possible turn on Two-factor authentication for Apple ID - Apple Support.

I have two charges on my bank account that I hit the app and took it off I didn’t want it because it was to much so I canceled it but I got charged twice for it I want stop it I don’t have the money to get it done please don’t let me get charged again thank you
Please refund $9.99 to my account. I have not charge anything from iTunes. This has be eh n going on a few months. All charge from bank to be refunded to account. I have not order anything. User name petey123

Possibly spam. Do you want to paste a copy minus any personal information. Did you read my post? in particular Avoid phishing emails, fake 'virus' alerts, phony support calls, and other scams - Apple Support might cover it.

Potentially the first charge was an availability check, and the second the actual request for payment. Some banks will show both requests as a charge on your account for a while. Please read this post for more.

Did you read everything I mentioned in this post? I'm a fellow user trying to point people in the right direction to get help. Sometimes things cannot be resolved easily over the phone and contact via a web form is more appropriate. This user-to-user support community really isn't the appropriate venue for account related enquiries, but it is here, and I and others may try to help if you post. You would normally be able to review recent charges to your Apple ID via the https://reportaproblem.apple.com/ site but if Apple have effectively turned off your Apple ID then that information might not appear.

I have a charge on my iTunes acct that I didn’t authorize. I logged on to this and it says there’s another person using my iTunes acct. I did the new password business. The charge is from RecShot for $89.34. I’d like this removed and put back into my acct. if there are other charges from this place please return the fee. Cancel the subscription please

You can view your account's purchase history via the Store > View Account menu option on your computer's iTunes, or if using an iOS device you can view the last 90 days purchases via http://reportaproblem.apple.com
If the same charge was done two months running on the same date then you may have an auto-renewing subscription - you can view and mange them via Store > View Account : Manage your auto-renewing subscriptions - Apple Support.
