On my card statement - ITUNES.COM/BILL 12.99 at 11th February, 11th March. I have no idea what it means and how I can cancel it. Please help.

This is a user to user support forum. You're not addressing Apple here. Please read and act on the following:
Review recent purchases at https://reportaproblem.apple.com/ or check your purchase history in iTunes and view your subscriptions. If you are the organizer of a family share check for purchases by other members. In principle all sales are final, however you can potentially request a refund for an unintended purchase or a product that isn't as advertised.

If you cannot identify the payment then perhaps you are looking at a phishing email.
If there really have been purchases that you didn't authorize, or you've entered your Apple ID credentials at a fake Apple portal, see If you think your Apple ID has been compromised - Apple Support, change your Apple ID password, and if possible turn on Two-factor authentication for Apple ID - Apple Support.

If they don't show on your iTunes account(s), and if they aren't authorisation holds, you should be talking to the card issuer
If you think you've been charged when you shouldn't have been you should be talking to iTunes Support
See About payment card authorization holds from the App Store or iTunes Store - Apple Support. In some case you may temporarily see both an authorization hold and then the actual transaction.

If you no longer want the subscription that you subscribed to you have to cancel its auto-renewal yourself, obviously nobody on here can do it for you : View, change, or cancel your subscriptions - Apple Support
Obviously nobody on here can do that, having read previous replies you know that you are only talking to fellow users on here. You either need to contact iTunes Support if these purchases show on your iTunes account, or the card issuer
You know, having read previous replies before posting, that we are just fellow users and that these are user forums, so nobody on here can potentially refund you. Have you contacted iTunes Support to see if they will refund you ? And, assuming that you are referring to Apple Music, have you stopped its auto-renewal if you no longer want it ?
