On my card statement - ITUNES.COM/BILL 12.99 at 11th February, 11th March. I have no idea what it means and how I can cancel it. Please help.

Review recent purchases at https://reportaproblem.apple.com/ or check your purchase history in iTunes and view your subscriptions. If you are the organizer of a family share check for purchases by other members. In principle all sales are final, however you can potentially request a refund for an unintended purchase or a product that isn't as advertised.

If you cannot identify the payment then perhaps you are looking at a phishing email.
If there really have been purchases that you didn't authorize, or you've entered your Apple ID credentials at a fake Apple portal, see If you think your Apple ID has been compromised - Apple Support, change your Apple ID password, and if possible turn on Two-factor authentication for Apple ID - Apple Support.

It can be anything from the iTunes Store or App Store. Even if the app is no longer “on your phone”, this won’t remove any charges they are incurring.
To find out what the charges are for you can look in your Apple ID. email account for the receipts and check your purchase history
it’s likely to be an app subscription or an app auto renewal and you can find out if an app is charging you by:
View, change, or cancel your subscriptions - Apple Support
you can do this on your phone in settings or as instructed in the above link
Go to Settings > [your name] > iTunes & App Store.
Tap your Apple ID at the top of the screen, then tap View Apple ID. You might need to sign in with your Apple ID.
Scroll to Subscriptions, then tap it.
Tap the subscription that you want to manage. ...
Use the options to manage your subscription.

You can view, change, or cancel your subscriptions so you are able to see exactly which plan is checked off to better inform Apple with a refund request.
