On my card statement - ITUNES.COM/BILL 12.99 at 11th February, 11th March. I have no idea what it means and how I can cancel it. Please help.

You are sure that it's a genuine email from iTunes, not a phishing email ?

Genuine iTunes emails : Identifying legitimate emails from the iTunes Store - Apple Support
Viewing your account's purchase history : See your purchase history in the iTunes Store - Apple Support
Check your purchase history in iTunes and view your subscriptions. If you can locate the payment or subscription then you can use the options to cancel or request a refund if applicable.

If you cannot identify the payment then perhaps you are looking at a phishing email.
If there really has been a purchase that you didn't authorize, or you've entered your Apple ID credentials at a fake Apple portal, see If you think your Apple ID has been compromised - Apple Support, change your Apple ID password, and if possible turn on Two-factor authentication for Apple ID - Apple Support.

Charges from your bank for going overdrawn without prior arrangement are between you and them. One more reason to ensure that your device is secure and that purchases cannot be completed without entering your password or other access code. If they show on your iTunes account but you didn't buy them, and if nobody else has access to your account and did them, change your account's password if you haven't already done so (What to do after you change your Apple ID email address or password - Apple Support) and contact iTunes Support : https://www.apple.com/emea/support/itunes/contact.html
If they don't show on your account(s), and if they aren't temporary holding charges, contact the card issuer
