iCloud "Low Disk Space", not syncing photos

I have a 16GB iPhone 5 that is completely jammed full of just the barebones essential apps and photos I need. I've deleted everything I possibly can. Unfortunately I'm not eligible for an upgrade to a larger phone until August. I'm hoping the iCloud Photo Library with the Optimize iPhone Storage setting can help free up some space. Here's my problem:

I enabled the iCloud Photo Library, and the Optimize iPhone Storage setting. I have the 20GB iCloud storage plan, and roughly 7GB of photos on my phone, so plenty of space. In the iCloud photo settings tab, underneath the iCloud Photo Library option, it tells me "Low Disk Space - 2536 Items to Upload". Nothing ever syncs, nothing is uploaded, my iCloud storage space still says 20.0 GB available, and my local photo storage hasn't shrunk at all. Why isn't it syncing? What am I missing?

How do you free up the disk space? I've been having this problem for the last few weeks.. a popup will tell me that I haven't backed up my photos in ?? days, but I have the '479 items to download'.. try to download.. goes back to the beginning. I have plenty of storage, pay the $3.99 a month for extra iCloud storage. I think I just have to remove some of my other apps? It does show 153mg available storage.

I am sorry to run into such issues again and again with Apple. Still selling 16GB iPhones when digital cams come with 32GB standard; then clients buy iCloud extra storage and run in pitholes.

Why is there such a contrast in the work of that company, having some things so well thought out and some still in the past decade and taking ages to improve? (also refering to software glitches fix rate)

Does one ever listen to the customers?!

S.Jobs' work punished Nokia and PC makers for their ignorance; hope his company stays away from that mistake.

After days of frustration and bewilderment, I managed to find this query and followed the recommendation of Kieron McK: "Apple will not upload any of your photos or pictures unless there is more than 300mb free disk space on your device." Deleted songs from my music library that I do not listen to, easily got well above the above-mentioned threshold. Error message indicating low disk space on my iPhone then disappeared, showing only the uploading status "Uploading 935 items". Seems to be the fix.

This was my issue too, the below worked for me -

iOS has several low storage warnings it sends to each and every app to clean up cached files and with < 500 MB of free space, I'd wager you've exercised those limits continuously and it's surprising to me if this is the only thing that is broken on your device right now.

I would:

  1. Delete one or two large apps that you know the data is safe/unimportant. Try to get 2 GB of free space if you can but 1 GB of free storage should be sufficient.
  2. Power off the device and power it on to let system cache files re-generate
  3. Open photos on the device and on iCloud and see if normal operations resume. I've had good luck with photo libraries coming back from all sorts of intentional abuse like you've unintentionally performed. It can take 24 hours or more (if you hit any upload limits) for the cleanup script(s) to trigger so you might wait 48 hours to see if the added space lets iOS complete the upload work that is queued.
