I've updated two iPads (iPad 2 and iPad Mini) and 2 iPhones (4S and 6+) to iOS 8.3.
YouTube will not run on any device. Circling flower, greyed menus...
I am located in Thailand, but YouTube is not blocked here, I can use it on my OS X Macs. Help!!

I, too, have lost the ability to play videos in Safari after the 8.3 update. Worked with the previous build.
I use the iPad for business and will not clutter it with a bunch of 3rd party apps just to overcome a code flaw in 8.3. No video plays in Safari; it looks like it wants to play, but it never starts. Yes, I have reset the iPad several times. Prefer to not restore it as I will lose game progress and other critical information.
I have a first generation iPad Air. My iPhone 6 works fine with the 8.3 build.
I have also lost the ability to play YouTube videos after upgrading my iPhone 6 to iOS 8.3.
Check to see if you have any age restrictions enabled. YouTube requires 17+.
Settings->General->Restrictions->Apps (under allowed content)
Needs either 17+, or Allow All Apps.
I Have the same issue. Youtube doesn't work on my ipad 2 16gb. from a day to another, I reset Netowork settings, remove and install youtube...but doesnt work. from safari or chrome doesnt work too. If anybody knows something .. greats!!.
