I created a new shared library in the new Photos app to share photos with my daughter. She can now see the library, but I cannot add photos to it. I can select photos and press the Add button, but no photos appear in the library. I've tried a number of times. Anyone else had this problem?

I tried jaslyman1's approach. Afterwards, two photos of my batch of 32 did upload, but that's it. Still suffering the same issue as everyone else: Upload seems to progress, progress indicator shows complete and disappears - but no photos are added.
Apple, can you help, please?
For me it was a icloud storage issue. I purchased more storage and it worked... no more issues uploading to shared albums. Hope that helps someone. Good luck!

I was having this same issue, and after playing around with some of the suggestions I noticed I got a quick pop-up alert in OS X saying iCloud Photo will resume syncing at a later time. In this case it was about one hour later.
I am having this exact same problem as everyone else and I hope that Apple addresses it, it would be horrible for such a great feature on the mac/ios to become a dud because of a "bug" that affects random people

Figured out that there is a batch limit of max 60 photos at time that you can upload, at least this worked for me.
