Is it me.. or is this a major issue with this new "upgrade" to photos. Surely apple wanted to create a more stable photo program. It's stable alright! Stable at 8% completed!
Does anybody have a fix for this - or will Apple figure out this mess and send out an update?

Are you referring to the uploading of your library to the iCloud Photo Library? If not then tell us what the 8% is referring to? Uploading to the iCloud Photo Library is very slow and has more to do with the servers and your internet upload speed than with Photos.
I apologize for not being clear.
This is happening when I select the iPhoto library from my external HD. It begins to "prepare" the library... and has never passed 8%.
I would like to continue to use my ext HD to save my photos - not iCloud.

How is the EHD formatted and connected to your Mac? It must be formatted OS X Extended (journaled) for iPhoto to work and should be hard wired as running wirelessly is prone to occasional dropouts which can corrupt a library.

iPhoto worked perfectly fine on my EHD. General info - format - MS-DOS(FAT32). It is a 1TB HD with 672GB available.
Well, you were lucky. It's like driving without a seatbelt. All's well till you need it. Apple specifically specified OS X Extended (journaled) for iPhoto Libraries. That's why the new Photos isn't working. Reformat the drive correctly after copying the contents to another volume and then copy them back to the EHD.
Lovely. I need to figure out how to store this data so I can reformat. I may need to get another HD to do so - what a pain.
The library is on my Time Capsule drive on the data partition. It shows 2.01 TB free. Connection from MacBook Pro to the library is via hardwire through my display. I have WiFi disabled right now on my MacBook Pro so I know it is utilizing the hard wire connection. I just force quit the Photos app and reconnected to the library via iPhoto and all is still available. No movement at all via Photos however.

Yes I am using the same drive for my Time Machine backups. I purchased it to because it was an Apple device so I think it is OS X Extended. I am trying to see how I can confirm that. You should not use the same volume for both your TM backups and a library. TM continues to fill up the volume till it's full and then will delete the oldest backup to make room for the new one. This will squeeze iPhoto out of operating space and can damage the library and lose photos during an import attempt.

These EHDs are excellent with great customer support and warranties: OWC Mercury Elite Pro USB 3.0 / FireWire 800 / eSATA 500GB.
MS DOS is an unsupported format, you really got lucky, but before you get unlucky reformat it to he correct type for the library (MAC OS, Extended, Journaled) before you lose your library, I hope you have a backup.
Not to mention that when the TC fails (and all drive will) they have no backup of their photos
