Unbelievable that this problem still occurs almost 2 years after this thread started. What worked for me was unpairing (including backup and resetting the watch) and repairing the watch.
For those who did not do that before (like me): No worries, your watch (esp. settings, apps, watchfaces) will be like before. Steps are described on https://support.apple.com/en-us/HT204568.
The other solutions above like doing a simple or nearby search did not work for me.

I have this problem frequently on a Nike+ 42mm with Watch OS 3 and iPhone 6+ with iOS 10.2. Sometimes top level maps do show, but not lower levels. I keep the App in the dock for quicker access. Super annoying bug.
if I open near by, and request a route e.g. to the nearest gas station, something kicks in and the lower level maps are working again.
(I also frequently have the Siri no connection problem, watch stating neither watch or iPhone has access to Siri when in fact iPhone Siri does work well).
Tried all of the above solutions; this was the one that finally got it working; thanks!
Went into "Nearby", chose Shopping, Supermarkets, picked a supermarket, then walking directions. Waited for the route to load and saw that the lower level maps updated also.
After that, when I go to "My Location" the lower level maps are now working.
Had the same problem and tried all the possible solutions read here, sadly they didn't work. But! I tried creating a route to get directions to a specific adress and then it showed me the map. Then closed the app to check if it only worked once but still the map was there!

All the above didn't work for me, but..
I have two access points at home: one has the 5 Ghz band and the 2.4 Ghz band. And I have an older one with only 2.4
I have always only used the newer dualband router and maps didn't work until I connected my phone to the older one. And lo an behold, overnight it all worked.
So I had this exact problem - no maps only the grid. It affected any app that used maps on my watch (taxi apps for example).
Earlier this year Apple Support had me unpair and restore my watch which resolved the issue.... for a while - just days maybe. No real solution in sight. Disappointing from Apple.
Have the same problem. Apple watch all setup and maps appears to know where I am, where other locations are, and provide directions, but there is no map on the display, just the beige grid as if it can't download any map display data. Nothing in the guide video to user guide document on this.
There is a book on the Apple watch that can be download free from the book store, have you tried the scroll to see if you can scroll "out" to show map.
Yes. Book is largely the same as online user guide. Scrolling only zooms the grid...
For locations and directions you get the pins and the blue line so it clearly can access GPS, just not the actual map graphics
Have raised a support call with Apple.
I had the same problem and it cleared after I rebooted my iPhone

you make a very good (if not subtle) point - the Watch is an accessory to the iPhone and gets it info from it - of course the issue was with the iPhone and its communications with the Watch itself!

Same problem here. Unfortunately rebooting the iPhone did not work for me.
Rebooting the iPhone didn't solve the problem. But then I reboot the Watch and it works.

I tried rebooting the watch too. No luck. Also did a reset on the iPhone. Still no luck. Not sure what to try next. The watch is communicating with the iPhone and no problems with the Bluetooth or Wifi.
