I restore my ipad and activate there is id error accured it says this id is not use for unlocking ipad ibought ipad new from china in safari shop but i live in pakistan i have original bill of my ipad plz unlock my ipad

You have to contact iTunes Support : http://www.apple.com/support/itunes/contact/ , and give them prove of ownership e.g. original receipt which has its serial number on it.
I already contact itunes support and tell them serial no but serial is incorrect on ipad bill and another serial on my ipad and incorrect serial no on my ipad box
If that is the case then it sounds like the store that you bought the iPad from had swapped the contents of the box - in which case it's the store that you should contact again
Due to this reason i told you plz unlock my ipad i aready visit that shop where i bought ipad and tell them they never response and never refund me so plz unlock my ipad and you cannot unlock my ipad so i would have to report against apple and case on apple product
