When using iMovie 10.0.8, Photos in the new Photos app are not showing up in the Photos heading in the library. Photos under the iPhoto heading are accessible.
Using OS X 10.10.3

I had this same problem as well, but after a few frustrating hours realised that there was an option to import media to iMovie (from files on the computer). It's in the upper left-hand corner of the app if you're in a project and looks like an arrow pointing down. I'm not sure if this is something that everyone knows, but hopefully it helps.

I see the option but its in grey, I can't select it 😟
did you solve this problem? I have the same issue with imovie. and since the "use as system photo library" is grayed out. I can't do anything.
