If you're able to contact the person who set the lock, send them this link and tell them to follow its instructions.
If not, you can't activate the device but may be able to get it refunded. Apple won't remove the lock for anyone other than the original owner(assuming they're alive.)

If a second-hand iOS device has been 'Activation locked' then only the previous owner can unlock it, either by providing you with the account ID and password, or by removing it from his list of devices (as he should have done before selling it) - please see http://support.apple.com/kb/ts4515
If you are unable to contact him to do this then I'm afraid you will not be able to use the device - there is no other way of unlocking it at all. Apple cannot unlock it for you.
You should if possible return it to wherever you bought it and ask for a refund as in this event the device is completely useless.
i contact him but he refused to tell.

If he is unwilling to give you the information ask him to read this:
Find My iPhone Activation Lock: Removing a device from a previous owner’s account - Apple Support
If he still refuses to do so, then maybe he does not have the information and the phone is probably stolen. Return the phone and ask for a refund.
You cannot do that. Nobody here works for Apple. You probably have a stolen phone. Sorry.
You are not going to be able to find the details you need to unlock it. I'm afraid your only options are either to take legal action against the dealer (which might end up costing you more than the value of the phone) or to write the whole thing off.

Do you think we really care what you think about the iPhone? You problem is with the person who sold you a stolen phone...take it up with them. There is nothing more to do here. Posting irrelevant messages will not alter your reality.

Yes, android is the best choice for stealing and selling stolen phones.
Well, if you've got time to waste by all means try them. They won't work, but you will at least feel that you've tried.
No. They won't work and as you have been told numerous times by everyone here, the only way to use your phone is to contact the person that you purchased the phone form and get them to disconnect the phone from iCloud.
If you cannot do that and they refuse, then there is absolutely nothing that you can do. The dealer has probably sold you a stolen phone and you need to give it back for a refund or take legal action against them.
Either that or just cut your loses and go and purchase a new phone from a legitimate source.
There is really nothing more to say on this topic and you have had your question answered over and over again.
