If no contact number shows on the phone there is nothing you can do except hand it in to the police.
So you want to throw good money after bad? Not a smart thing to do...
Something about this entire situation sounds a bit fishy, There is no reason that the previous owner AND the "desler" won't help you. Methinks this reeks of someone who has the owners phone as collateral for something, and sold it to you real cheap after a default.
YOUR part in this is failing to make sure the phone worked before handing over your money. Regardless, the IPhone did what it is supposed to do; protect the owner when it is lost. The failure came on your end. And if an android is better than you, then you have some messed up code and you probably don't turn on either,
