Will we, if ever, see split view on the iPad Air in the future of iOS 9? If not, why?

Stop buying technology. We live in the Technology age. Tech is obsolete a week before it is announced. Deal with it, or go live under a rock. You're mad that Apple keeps innovating and trying to get people to buy their products so they have money to keep operating and making new products while supporting your product?
I personally think its ridiculous compared to google's and microsoft's OS offerings. I like my iPad, I like slide view and picture-in-picture, But seriously apple? Why do you hold back devices that are completely capable of a new feature?
If you refer to my first post in this discussion, you will understand why I ask this.
FYI: My old MBP has been supported with most features for about 7 years now.

Then go buy an Android or Windows Tablet. Sounds like it would be a better fit. Just because something can do something doesn't mean it can do it WELL. Sure Apple could make multitasking "work" on earlier devices, but with half the RAM (or less) than the iPad Air 2, performance lags could happen. They had to draw the line somewhere. Because if we just give it to the Air, why not the 4th generation iPad? We don't know.
Also, comparing a device like a Mac or PC that has variable specs for a given model and can be upgraded by a user is a flawed argument. I have an early 2011 13" MacBook Pro which comes stock with an i5 processor, 4GB RAM, 500GB hard drive, and Bluetooth 2.1. I bought it with the upgraded processor (i7) but everything else stock. I then upgraded to 8GB RAM (and later 16GB) 1TB hybrid drive, and Bluetooth 4.0. Now I have better specs than the current MacBook Pro with Optical Drive. My original iPad, however, still has the A4 processor and 256MB RAM, and it will forever be that way.
My iPhone 4 doesn't have Siri, but when I push to type text, I can still push the little microphone within the keyboard, and have "talk to enter" whatever text I want, even if it's not Siri.
Will we, if ever, see split view on the iPad Air in the future of iOS 9? If not, why?
