If you are using anti-virus/anti-spyware/firewall applications other than the Microsoft Applications, you may have to disable some of the firewall features. In my case I am running Trend Micro PC-cillin. To solve the connection problem I had to select Network Security/Personal Firewall and un-check the "Protect the Computer from Internet attacks." box. Works perfectly now.
P.S. Am also running Windows Defender but did not have to re-configure.

I hope I can answer this as I've struggled a long time in trying to get through all the "hoops" neccessary to get iTunes working on a complicated system.

This is what I'm currently dealing with: A wireless network; Windows XP Pro w/multiple user accounts, both Administrator and Limited; Norton Internet Security w/Anti-virus 2006 and Parental Control activated.

My dilema was "signing-in" to iTunes Music Store from a XP's "Limited" user account and getting past the Norton Firewall and the "unknown Error -9808."

What I had to do, step by step, follows:

1. Log-in as "Adminstrator," or have them log-in, in Windows XP.
2. Open Norton Internet Security (N.I.S.).
3. Click on "Personal Firwall."
4. Click the "Configure" button.
5. Click the "Programs" tab.
6. Add or change the following programs to "Permit All"
From: C:\Program Files\iTunes folder:
- iTunes.exe
- iTunesHelper.exe
From: C:\Program Files\QuickTime folder:
- PictureViewer.exe
- QTInfo.exe
- qttask.exe
- QuickTimePlayer.exe
7. After those modifications, click "OK" where you should go back to the main screen for N.I.S.
8. Click on "Parental Control."
9. Click on the "Configure" button.
10. Click the "Programs" tab and make sure the following are checked: (some of these probably aren't neccessary but for my purposes, they work; plus, make sure this is configured for each individual user using iTunes)
- General
- E-mail
- Education & Family
- File Transfer
- Web Browsers
11. Click "OK."
12. Click the "Sites" tab.
13. This is where it gets a little sticky, for some, as I'm a huge "control freek" with the type of internet access my children can have. I have my reasons but will only allow specific sites for them to access as opposed to trying to block certain types of sites (**** sites get around this all the time). Anyway, if you can set this to suite your needs and still use iTunes, more power to you. Anyway, make sure "Specific permitted sites" is clicked.
14. Add the the following sites:
- apple.com (probably not needed but doesn't hurt)
- phobos.apple.com
- phobos.apple.com.edgesuite.net
15. Click "OK" at the bottom and click out of Norton Internet Security.
16. What's next is the screwy part of the whole deal but if you don't do it, you'll continue to "bang your head..." Also, I don't know why this works but just know that it does. From the Administrator's account, that you should still be in, shut down all programs that access the internet; all firewalls, anti-virus, spyware protection - everything.
17. Log off but don't shut down or restart.
18. Log on to the user's account that is going to use iTunes.
19. Make sure the Internet programs are still disabled or off and bring up iTunes.
20. You should be able to "Sign-in."
21. Verify that you can do what you want and then sign-off.
22. Log off the user's account.
23. Log back on to the Administrator's account and turn the firewalls and other programs back on.
24. Finally, and from now on, the user should be able to access iTunes without any problems. If that is not true, something went wrong or there is something else blocking access.

For further advice: Make sure that you don't have more than one firewall running at a time like Microsoft's, etc. Make sure your router's firewall will allow access to iTunes. Check any other program, that starts during the computer's boot-up, isn't the culprit. Good luck and hope this helps.
