Photo Library - Reinstall from Time Machine

I have a 15k + library in which I've been using iCloud photos and had copies on my Mac that were being back up by Time Machine. I recently got rid of my previous Mac and am using a different one. I am in the process of doing a restore from Time Machine and am getting an error message. I recovered the library from Time Machine and when I open the Photos app it says "The library "Photos Library" has inconsistencies that must be repaired. I click on repair and once it goes through the process I get the message "Photos has attempted to repair the library "Photos Library", but is unable to open it. All of my photos/video are in sync via icloud.com and the photos app on my phone, but the app on my Mac is now not working and not being synced with the others. Thanks in advance.

Should opening each pictures speed up the process, or does the bar and data size update after blocks, etc...?

There is no documentation at all by Apple, what will influence the download. When you click a photo to open it, obviously the download will switch to this photo and download it first.

Perhaps the problem is, that you have a photo or video in iCloud that cannot be downloaded, because it has a corruption or is in an unsupported format. In that case the download would be hanging, trying to retrieve this photo or video from iCloud. when you click other photos, you will temporarily switch to other photos that can be retrieved.

In that case it would help to identify the culprit and to delete it from iCloud and your library. If you should come across a photo that will not open when clicking, delete it.
