I cannot find anywhere how to add family members. If I go to their accounts, it just asks them to sign up on their own.

With a Family membership to Apple Music, families of up to six people can enjoy all of the benefits of Apple Music, each with their own library.
To participate in a Family membership, select Family when you choose your membership plan. Then, set up Family Sharing on your iOS device or Mac and invite members to join. You can also change to a Family Membership after you join.
Remove existing Family Member and Add Family Member again ... this works for me. 🙂
