When I try to switch on Icloud Music Library it switches back off within a few seconds automatically.
I've tried all the methods so far: airplane mode, remove/add my account, reboot, closing Music app, disabling Wifi.
Country Romania.
I even contacted Apple Support, they had no idea about this..strange.
I see no error message, just the switch going back off by itself in a matter of seconds.
iPhone 5s, iOS 8.4
Off-topic: My friend, are you a Romanian? Where were you last fall when the elections took place?! I would have voted for you with that mentality. Haha.
On-topic: We should indeed ask for any form of compensation. I will have my girlfriend take a look at the terms and conditions (she's a lawyer). I'll get back to you all and let you know what she finds there.
Also, for now, the "workaround" works...meh...pleasingly fine. We are all waiting for the official thing so we can sync devices.

small update: all of sudden Apple music started working without any workaround . Did not try to switch it off and on because of obvious reasons ., but it stays on after phone switch on/off
Still not working for me on OSX iTunes or iPhone.
Any news on this?
Needless to say I have the same issue on iPad, iPhone and Macbook. Asked around and it seems everyone I know in RO is experiencing this issue.
Today apple support asked me more info and said is working on this.

I'm still having this problem as well... I just got off the phone with Apple Support and they said it's not available in Romania, pointing me to the countries list...

Romania's literally the only country in the world that has Apple Music but doesn't have iCloud Music Library.

Eu am reușit cu metoda asta:
1. Settings–> Music
2. Genius să fie scos
3. Airplane mode activat
4. Airplane mode dezactivat, apoi rapid lași jos control center-ul și foarte repede activezi iCloud Music Library + Merge, repede te întorci în control center si reactivezi Airplane mode.
5. Verifici să vezi că a ramas activ iCloud Music Library. (dacă nu a rămas activ mai încerci încă o dată pașii 1-4)
6. Repornire forțată (Home + Power până apare marul). Verifici iar să vezi că a ramas activ iCloud Music Library și numai apoi dezactivezi Airplane mode.
But not working in itunes so is a temporary solution, I'm sure they will resolve it, if was not possible for Romania that woman would have send me "home" from first phone call 😉
Hello again everybody. I think it would be best for us and our issue if we continue writing in English so this way anyone can understand.
I promised a few days ago I'll have a look over the terms and conditions. Even though the apple website shows Romania without "iTunes Match" as the list of available services, the terms and conditions show something different. We all agreed to these terms and conditions and I think we should start asking more from Apple. Below you will find the Romanian Terms And Conditions for Apple Music (the section referring to iCloud Music Library). It is time to start spamming Apple Support and demand this gets fixed before any LEGAL matters start flowing in.
