Take it back.
this has been an ongoing issue that apple arnt even acknowledging . Its been happening on and off on my 6 plus for about 4 months , ive had my scrren replaced and touch id sensor and this is still an intermittent issue.
As in my first post about this , when touch id first fails , i get a verry sluggis response from the phone when trying to wake from home button or power button , one thing that is now becoming a common pattern to the faliure is it happens after a notification on lock screen.
Hard resetting the phone or just a normal power cycle are normally the only way to get it working again , sometimes this will take days to get it to work..
I think at boot up the phone contacts an apple server to activate the touch id , three of my friends have the same issue at more or less the same time as me.
sort it out apple and admit there is a problem !!
Actually it sounds like there is a problem with your particular iPhone. Make another Genius Bar appointment, tell them the screen replacement didn't work and have them replace your iPhone.
The issues I have described are happening to my friends phones too , so it has to be an IOS bug.

No, it doesn't have to be an iOS bug. And it probably isn't given the number of people who do NOT have the problem.
Make an appointment to have it serviced.
I have just got off the phone to apple support , we went through the diagnostic tool and after I described all of the issues and how it comes about when the touch id fails . The last thing he got me to try is turn off app background refresh as it could be a memory issue.
Turning this off got my touch id back on straight away , so if you have this problem give it a try.
If it fails again in a day or so I have got to call them back to see what steps we can try next.
I hope all goes well.
The problem still persissy what should I do now

Do you mean you still have the problem after you took it to Apple for evaluation? Did they not observe the problem?
Try the solution that worked for me .
Turn off background app refresh , reboot phone.
As we add more and more apps to our phones we end up with more doing background refresh , which is taking up memory. Once the memory is getting low it causes the touch id to fail .
Would It work if I install a new finger print scanner

No. The TouchID sensor is paired with the main logic board. They must be replaced as a set.
