iOs 8.4 Photos no longer upload to iCloud

I have an iPhone 6 and use iCloud Photo Library. Since upgrading to iOS 8.4 this morning photos no longer upload to iCloud. The Photos app just says "10 photos to upload", then "Uploading 10 photos", then back to "10 photos to upload" and then "Uploading 10 photos" — it's stuck in this loop. I've given it many hours now and no photos since the update to iOS 8.4 have uploaded.

I've tried fully quitting the Photos app and re-running it, no luck.

I've tried rebooting the phone, no luck.

I've tried force-rebooting the phone, no luck.

I'm now kicking myself for upgrading while on holiday.

Anyone else seeing this behaviour? Any ideas how to fix it?

Still hasn't helped me.. I've tried multiple things, including signing in and out of iCloud, deleting all recently deleted photos, making sure I have over 300mb of free device storage, charged above 20% connected to WiFi, payed for 20GB of extra iCloud Storage and rebooted.... Still will not upload any photos! It says it is, and the progress bar appears and disapears in a millisecond. HELP!

Does anyone know what causes this issue? And how we can prevent it in the future? it seems as if this needs to be addressed to the apple software team. i brought this to the apple care specialist and he couldn't help me, he said "it looks like you've tried everything I would of tried". And then that was it. No real answer As to why this happens... We need some help Apple! Please fix this issue and give us more control over when and how our photos sync. We need a button in settings to invoke the sync like a stop/restart button Or even pause/continue. - Everyone That Uses iCloud Photo Library

What worked for me was switiching iCloud Photo Library off. This triggers deletion of photos on the phone. This may take some time. Let it continue. Photos not yet uploaded will stay on the phone and won't be deleted.

Do not delete any albums. They will be empty, but leave them there. If you do delete them, they will also be deleted from your photo library once you switch it back on.

Once the cloud photos (or thumbnails) have been deleted, reboot your phone and switch Photo Library back on. The phone will start downloading thumbnails (or full size photos if you prefer). This may take some time. Any photos not yet uploaded will be uploaded. No data will be lost.

I was able to narrow down the problem to a WiFi connection that requires a login first, like in a hotel. The phone tries to connect, but can't due to the login. That then stalls the process.
