After downloading iOS 8.4 my apps won't update anymore. (iPhone 5)
I tried restarting my phone, logging out of apple ID and logging back in, closing the app. Nothing will work.

I've got the same problem, (and issues with battery drain, email and other stuff) since updating to 8.4
I've tried everything you have, and you're right, nothing fixes it.
Did you subscribe to 'Music'? I didn't, and I'm wondering if it's caused some sort of hang?

I didn't subscribe either.
It's probably a long shot, but a lot of people seem to be having this problem, so I'll post a question about Music and app updates.
If there are people who have updated to 8.4 & subscribed to Music but still can't update apps, then subscribing or not to Music is irrelevant to the problem, but at least it would eliminate it as a possible cause.
I've run out of time and given up on finding any solution to this problem.
Just from looking through the posts here and elsewhere it seems that 8.4 is a disaster for many, many people.
My only solution now seems to be a new phone. It won't be an Apple, I won't make that ultra expensive mistake twice.
Hope you find a way out of the problem.

I have the same issue on my iPhone 6. I have two apps I can't update. I managed to update them on iTunes on my MacBook and update them on the phone via a sync but that presents another weird issue. I still have a 2 showing on the App Store icon and they still show as available updates but with OPEN next to the apps rather than update.
I also noticed I can't install any new apps via my phone. Just seems to be apps affected as I can download music.
I didn't sign up to Apple Music either. I'm not going to pay 9.99 a month for something I wont use.
I just got off phone with apple support. Restart phone by holding down both the home button and power button. Once I performed this reset, my 52 apps started updating. Simply turning the phone off and back on was not enough to get the updates going.

this didn't work for me.
I Checked on settings, and itunes/App Store was signed out, so I signed in and restarted the phone. That completed it.
Today I noticed that I had 8 app updates, they wouldn't download. So I tried the power off, didn't work. Tried the sign in again, didn't work. Finally I turned off my Bluetooth and everything updated. Hope it helps others.

Restoring the phone did the trick 🙂
(I used iOS 8.4 and let iTunes copy all my data from backup, it still worked. Takes about half an hour.)
I. too, had this issue. I had 5 updates that wouldn't update. I do not have the music subscription either. I've powered the phone off several times to no avail. I even updated all the apps in iTunes and plugged my phone in to update that way and it didn't work. Tried the suggestion that appeared here - pressing the home AND power button until it turned off. That alone signed me out of my account. I powered it back on, signed in and at first it wouldn't update but after a minute or so it began to update. I usually wait to update iOs's because they are usually rife with bugs. This time for some stupid reason I updated a couple of days after it came out. MISTAKE. I will always wait a few weeks so Apple can get the bugs worked out. Thanks, Terriraz!
I'm having this problem now. I have an iPhone 6 (which I just got last week), and updated to 8.4 shortly thereafter. I do not have the music subscription. I did the hard reset (power and home buttons), I logged out and logged back in with my Apple ID, turned off Auto-Update. STILL didn't work. When I try to update, the loading ring closes almost immediately, then I get "Unable to Download App; Unable to be installed at this time." I've tried all the suggestions above except for restoring the phone, which I don't want to do if I don't have too (especially since the **** thing is so new). Any other ideas?
UPDATE: I was able to Update one of my games. It seems the only item not updating is my YouTube app. I don't know if this is a YouTube problem or an Apple problem.
Same problem iPhone 6+. Tried the hard reset (power and home buttons) didn't work. Went to settings >> itunes & app store, it wanted itunes password
and card security number, re enter details and then do the hard reset (power and home buttons)... everything updated OK.
