When I add music to "My Music" it adds OK but when I attempt to play any songs it never loads a song and then immediately skips to the next one etc... I can stream the same songs on the iOS app fine and iTunes plays any local files fine too. If I attempt to make any songs available offline then I get a "400 Error"... What can resolve this?

I tried changing my DNS and restarting my computer and none of it worked. After signing out of my Apple music account in iTunes and signing back I was able to fix the issue. Hope the same works for you if you're having this problem.
Yeah Apple music are fast going to lose us as customers if they don't do something soon. Has there been any official word from Apple or are we just supposed to live with this now? the whole app is a buggy mess.
no word from apple yet .....i hope they fix it very soon or customers including myself will be leaving!
Just to add another user (ahsirg) suggested the following in another thread which has fixed the issue for me. Changing my DNS to Norton's resolved the problem though I was using my ISP's DNS and not Google's.

Found a fix
I was using Google DNS. Change DNS to Norton DNS
And now music works again for me! (Belarus)
Changing your DNS settings 199.85.126.10 actually worked! thanks to brianmarkbruce. I still think apple music is a glitchy mess tho...
Yesterday, as I posted earlier in this thread, Apple Music wasn't working on my Macbook Air. Today, all seems well. It is working.
I did shut my laptop down when I left work last night, but I don't think that was the solution, because I had done restarts yesterday. Apple must have done something to fix it.

Mine is now working even without changing my DNS so I guess Apple fixed it.

I've been able to connect once and when I did there was no more Apple Music available...

Yep same here, not working in the UK on my Windows 8.1 laptop running latest itunes, random songs don't play
Same issue here, not working on either Windows 8.1 laptop or Windows 7, both running latest version of itunes 12.2.1. Also experiencing issues with storing music offline on my iphone 6 running iOS 8.4.
Nothing will resolve either issues, have been experiencing issues since Friday 17th July.

@ste_lit - have you changed your DNS settings on your iPhone - this seems to resolve the problem of being able to store music offline:
If you update your DNS setting on your iPhone to 199.85.126.10 this should help. I'm on Sky Broadband so I cant change my router DNS so iTunes is still not working.
And to think I cancelled Spotify to try this !!! What a mistake that was !
