When I add music to "My Music" it adds OK but when I attempt to play any songs it never loads a song and then immediately skips to the next one etc... I can stream the same songs on the iOS app fine and iTunes plays any local files fine too. If I attempt to make any songs available offline then I get a "400 Error"... What can resolve this?

I tried changing my DNS and restarting my computer and none of it worked. After signing out of my Apple music account in iTunes and signing back I was able to fix the issue. Hope the same works for you if you're having this problem.
I had this problem too!! I have restarted my mac and it didn't help. Then I just logged out from iTunes and sign in again and it works!!

Try this, go to itunes > accounts > authorizations > authorize this computer
I had the same problem and now it works perfect after I authorized my mac
DNS setting fixed the problem. Weird.
I have been having this same problem. I quit iTunes and made sure that the iTunes page next to my Trash Can icon was gone. This fixed it for me. Hope this helps! Goodluck!
