Thanks for the tip; though I have to say I am in agreement that it is a fault as most of the time when I need to do this is so that I can upload the images to a website, and having to export means creating a new location for the images I want to upload, and then deleting them once uploaded so as to not clog up the desktop or wherever, so needs extra steps. Not user friendly in my opinion...
What should it do? If you have a 10,000 by 10,000 image and resize it inside Photos to 1000 by 1000, should it just replace the 10,000 by 10,000 version? What if you need 5,000 by 5,000 tomorrow?
Photos does the best thing. It internally works with the largest image you have and only makes decisions like size on export or sharing.

If you are using the Share menu you will find predefined exports for standard exports - to Facebook, Flickr, Mail,...
But do not sacrifice the full resolution versions in your library. The displays are increasing in pixel size every year, and a photo that will look good on a large display today, may be horribly blurry on the standard displays in a few years.
When I started with digital photography I reduced the first photos I took to the pixel size of the monitor of my Mac at that time and have regretted it ever since.

It's not a fault. It's simple. It's a non-destructive workflow. The original is always preserved. If you don't that feature then you're using the wrong app... (Or maybe you should shoot lower quality). But for the folks who want non-destructive processing the app is working exactly like it should.
I'm sorry, but I'm not seeing any option to resize images during the export process. Am I missing something or has this changed.
I'm using Photos version 1.5
OS v. 10.11.6
in the export window there is a size option (small, medium, large, full size and custom - if you select custom then you can set the max height or width)
If the size option is not there open the full window by clicking on the v ot the right of JPEG

I wish people spent less time trying to one up each other and decide whether this is a fault or not (a stupid question) and give a more thorough answer of the issue. You have to scroll through 20 messages to get to the point that certain file types don't allow you to resize. HOWEVER. ALL file types are resizable if you click the little down arrow next to the file type. It makes a larger menu drop down that allows you to change the size (hit custom, as the other editor noted).

I am not getting the same options in photo when I try to export to resize an image. It seems like mine has been updated and I lost it or I just don't see the option.
What I see is for resizing is as the Custom options are only in pixels and I need more measurements. Any solutions?

Hi,
If you open it in preview then go Tools > Adjust Size you will be able to adjust the size to what you want, either up or down.
