The Maps app on your iPhone simply use the map images from the server.

When you use the Maps app, the images are downloaded from the server.

The map images on the server get updated whenever. Apple has not stated when this happens.

However, you can report outdated satellite images.

Updating the app on your iPhone (which is a part of the OS, you cannot update it independently) will not update the maps you see on your iPhone.

The satellite images come from one of 2 companies that own the satellites. The satellites are in low orbits that precess around the earth, taking bands of images as they orbit. The first order of business for the satellites is contract work. For example, a farm may want an infrared image of their property, so the next time the satellite crosses the property it takes the paid-for images. Or the government may want images of possible military value. When the satellites are over swaths of the earth where there is no contract work they take the images used by the various mapping companies. But those are the lowest priority, because they only bring in minimal revenue. Thus, long periods of time may elapse between updates.
