IOS 9 Cellular Data Usage Restrictions not working

Hello, I just updated several devices to IOS 9 and I noticed the Cellular Data Usage Restrictions are turned on. However, when I check the Cellular settings I am able to make changes under User Cellular Data for section. This is the same behavior with all upgraded devices I have. Is this a known issue?

Thanks for your help with cap data plan having this feature working is critical for my family plan and devices.

I am having this issue as well for enterprise. After updating a couple supervised devices to iOS 9 the cellular settings are supposed to be restricted from being changed but this it's only half true. In iOS 9.0.0, when you shut off the items that you do not want working over cellular data and changes are not allowed for cellular data, the items that were already shut off at the time the restriction was engaged will stay off, even though they toggle back to green.

For example, let's say you toggled Music to not work over cellular data, then apply the restriction for cellular data changes, you'll still be able to toggle Music back over to work on cellular data so it APPEARS that it is back on, but as soon as you move away from the Cellular menu and come back Music will show as shut off for cellular data.

While this is really great for things that you already have shut off and restricted it's a real problem for things you NEED to have working over cellular data. For example, let's say that the App Store is something that you want to work over cellular data. If it the App Store is shut off after the restriction is applied, it is going to stay off until it is turned back on by the user.

So basically, any apps that you shut off in Cellular Data at the time the restriction to not allow changes was applied will stay OFF, even though the user thinks they toggled it to ON. Any apps that you leave ON in Cellular Data can be turned OFF by the user or turned back ON.

This is a real problem if you need something to stay ON.

I phoned service provider regarding this issue. We tried to reset network settings and reset all settings but it didn't fix the problem. I had been told to reset to factory setting and make sure to back it up first to itunes. I'm not comfortable doing it since it will be a hassle downloading/setting up the app's contents again. Agent forwarded the issue to Apple to fix this problem....no resolution yet.

If you don't have Apple Care....better yet to call your service provider about this issue so they can raise it with Apple and make some resolution to this.

@jspence444 - Thanks for your update. Yes, it seems logical that the update 9.0.1 must have been far into development - so as to go back for the bug we are experiencing. I have just received the ios update, not yet installed - but reading from all the experiences it will not be fixing the bug. 😟.

Let's hope they come out with another update soon.

Keep us posted.

I already fix it. I just use restore phone and when it said do you want to backup setting i press no. After complete restore, my phone is good to go. if i restore the backup, then the problem will happen again. So i dont use the backup. Instead i use anytrans software to open up backup bundle that i save and get my thing such as picture and document. Then i use sync to put it back to my phone and install back all my apps. So right now. The bug is gone even it take hours to test certain thing. But until right now i still have no prblem with my phone. this is surely the last time i update ios without checking if there any problem. Oh yeah i use the ios 9.0.0 not the latest one

IiPhone 5s here same issues as everyone else. I have tried all posted and Apple suggested resolution to no avail. sadly because I had almost all my apps turned off to cellular data when I updated even native Apple apps (Apple store, Music, map, Safari, etc )are useless unless I'm on wifi. They need to really look into this very frustrating!!!

Hey guys I finally managed to FIX the problem with the cellular data toggle on/off bug.

So I tried many things before finally getting to the actual solution to the problem.

What I did was while using iOS 9.0.1, I wiped it all out and restored my iPhone 6 from a iOS 8.4 backup from 17/09/2015 when I still didn't have iOS9 (mainly because of another Apple bug with updating to the new software which took me 4 days to do). So when I got into the cellular data page I could change the button between on and off without the software reverting my changes.

I hope this was helpful for all the struggling ones! 😀
