IOS 9 Cellular Data Usage Restrictions not working

Hello, I just updated several devices to IOS 9 and I noticed the Cellular Data Usage Restrictions are turned on. However, when I check the Cellular settings I am able to make changes under User Cellular Data for section. This is the same behavior with all upgraded devices I have. Is this a known issue?


Thanks for your help with cap data plan having this feature working is critical for my family plan and devices.

I am having this issue as well for enterprise. After updating a couple supervised devices to iOS 9 the cellular settings are supposed to be restricted from being changed but this it's only half true. In iOS 9.0.0, when you shut off the items that you do not want working over cellular data and changes are not allowed for cellular data, the items that were already shut off at the time the restriction was engaged will stay off, even though they toggle back to green.


For example, let's say you toggled Music to not work over cellular data, then apply the restriction for cellular data changes, you'll still be able to toggle Music back over to work on cellular data so it APPEARS that it is back on, but as soon as you move away from the Cellular menu and come back Music will show as shut off for cellular data.


While this is really great for things that you already have shut off and restricted it's a real problem for things you NEED to have working over cellular data. For example, let's say that the App Store is something that you want to work over cellular data. If it the App Store is shut off after the restriction is applied, it is going to stay off until it is turned back on by the user.


So basically, any apps that you shut off in Cellular Data at the time the restriction to not allow changes was applied will stay OFF, even though the user thinks they toggled it to ON. Any apps that you leave ON in Cellular Data can be turned OFF by the user or turned back ON.


This is a real problem if you need something to stay ON.

I just got off the phone with apple support. Anything they can suggest will most likely not work,but the good news, apple knows and is working on the problem. A factory reset(not just a settings reset, use itunes reset) and a back up from a previous iOS 8 for those of you who need your cellular data will fix the problem, I know it is a pain, but it is your only solution until Apple has figured out how to fix the issue and sends out another update. the recent update was intended to help fix the problem, but they know it did not, they got reports, so they are trying to fix it. Those of you who can live without some of that cellular data on individual apps, please don't waste your time doing a reset and wait for apple to fix it. If the next update doesn't work, then they suggest going back to iOS 8.

I'm just gonna sit and wait and hope they come up with a fix that doesn't require me to risk losing anything. I am curious though as to why my ipad didn't start to experience problems until a week after the update. On the iphone update I had data shut off to various apps before I ran the update. On the ipad, I made sure to turn everything on before the update.

On a phone with IOS 8, disable cellular data for an app. Upgrade the phone to IOS 9. The toggle to turn cellular data no longer works.


I have this current state happening with 34 apps, including Numbers, Tips and Watch.


Restoring the iPhone from a backup with iTunes does not correct the problem.


"Erase all content and settings" is not an acceptable approach for a phone with over a hundred configured apps.

So i finally was able to fix mine! I tired the iOS 9.0.1 update, but to no avail, then I called apple support and the first woman was clueless on how to help, she had me restore from my computer on iTunes, which did nothing because the backup was still from the ios 9 update, so the problem still persisted, AND she charged me $29!!. I called again this morning, to complain about the idiot women last night, and this woman was much more helpful. She assured me she would have the charge canceled and she had me reset the iPhone to factory settings. This I did, although the problems still persisted, so I did it again, but this time I chose sept 16th as my backup date to back up from, pre iOS 9. Granted, I lost some pics, but I jotted down dates and contacts I had since then in case those were lost too. It worked! I can finally toggle my apps on and off on the cellular settings and they stay, AND when I went to check in updates to see if it was asking me to download iOS 9 again, it said it was update with iOS 9.0.1, WEIRD! I don't know how or why it's working now, but it is! maybe having the iOS 9.0.1 update helps when you restore to factory settings and then choose a pre iOS 9 backup, I don't know, but I'm just glad it works!

I'm still having issues with my iphone 5s as well. The only thing i have that works is my hotspot that i have on my phone so i can use it to get on with my ipad...which makes no sense! But at least i have some way of getting online but wow this is horrible!!! makes you not want to update at all on any device!!! APPLE YOU NEED TO FIX THIS LIKE YESTERDAY!!!!! We should all be refunded money for all the data that we are not able to use until there is a fix!!!! This is unacceptable!!!!!

Just got off chatting with AppleCare. Part of the conversation is below. Looks like we have to be patience for some more days...


..."Right now, this situation has been detected as a known issue that is been worked upon. We are waiting on a release of an update that will have a complete fix for this issue, as we have been informed that many of our customer are having the same problem..."


..."At the moment we are still waiting on a release date to be ready, since the main developers are working on the software fix, so we can release the update to get this solved, but in the meantime. You could try backing up your software and restoring the device one more time. Some of our users have reported that this step provides a solution for them and it might allow for your device to work while waiting for the release of the permanent fix..."


..."As soon as that update is released, you and all of our customer will be immediately informed so we can get this fixed right away..."

I have had the same problem, my phone carrier being Verizon, at first on Tuesday this week, I went into the store because I got locked out of my sim card, and wasn't able to use my 4G network. So the resolution to that problem was that they gave me a new Sim Card. That night when I went home, I realized the problem with the app toggle switch. So the next day I go back into Verizon, and after two hours of getting my iPhone 6 looked at, they suggest it is the phone itself, and to get a new one. So today I go and get the new iPhone 6s, get everything purchased and the network working, and still the apps won't stay on. Another drive back to the Verizon store, and two hours talking with employees and finally tech support, 5 resets on my network, and the iPhone itself, which by the way, has another new Sim card in it, still nothing works.
