IOS 9 Cellular Data Usage Restrictions not working

Hello, I just updated several devices to IOS 9 and I noticed the Cellular Data Usage Restrictions are turned on. However, when I check the Cellular settings I am able to make changes under User Cellular Data for section. This is the same behavior with all upgraded devices I have. Is this a known issue?


Thanks for your help with cap data plan having this feature working is critical for my family plan and devices.

I am having this issue as well for enterprise. After updating a couple supervised devices to iOS 9 the cellular settings are supposed to be restricted from being changed but this it's only half true. In iOS 9.0.0, when you shut off the items that you do not want working over cellular data and changes are not allowed for cellular data, the items that were already shut off at the time the restriction was engaged will stay off, even though they toggle back to green.


For example, let's say you toggled Music to not work over cellular data, then apply the restriction for cellular data changes, you'll still be able to toggle Music back over to work on cellular data so it APPEARS that it is back on, but as soon as you move away from the Cellular menu and come back Music will show as shut off for cellular data.


While this is really great for things that you already have shut off and restricted it's a real problem for things you NEED to have working over cellular data. For example, let's say that the App Store is something that you want to work over cellular data. If it the App Store is shut off after the restriction is applied, it is going to stay off until it is turned back on by the user.


So basically, any apps that you shut off in Cellular Data at the time the restriction to not allow changes was applied will stay OFF, even though the user thinks they toggled it to ON. Any apps that you leave ON in Cellular Data can be turned OFF by the user or turned back ON.


This is a real problem if you need something to stay ON.

Not only does this problem exist for apps, it also exists for Apple Apps. So, say you turned off the App Store cellular data on IOS8 and then naively upgraded to 9, now you can't download apps via cellular data on. Leave it to apple to take a minor feature and turn it into a crippling handicap for a smartphone. My $600 device is now a Nokia.

I have an older Iphone 5, and all the data apps are shut off for me, nothing works without WiFi.. I would think, that since this is the way the Networks like Verizon, ATT, just to name 2, would be all over apple to fix this.. They can't make any money if we are not using data. (go over plan limit) Maybe we are complaining to the wrong people.. lol Also Read today, for those who do have working phones, the WiFi assist,Option seems to be using more Cellular than WiFi and people are going over.. From what I read, it turns on to assist, even when you have WiFi, and it is just a tad slow.. You can search for this, lots of surprised users going over data plan.. And here we can't even get our data to turn on! lol I think I will keep my WiFi Assist off if this problem ever gets fixed..

I had the same problem. Since my phone is under warranty, Verizon sent me another phone, a "certified like-new replacement" (code for refurbished) and had the exact same problem. Sent the replacement back to Verizon and decided to stick with my current one. Wiped it and restored my stuff from iCloud. My data for all my apps are on but now I'm scared to turn them off. You can try this but you will have to leave your data on until they do something about the bug. If I end up using too much data at a time, I turn on airplane mode and use wifi exclusively. I turn it back off to check texts and voice mail messages. A real pain but it works for me. For now.

Was notified of an update last Saturday and installed it. Since the update was installed I've experienced the same problem as numerous other posters with regards to the inability to turn on cellular data for apps. In my case data continues to remain on for Mail as that was previously the only app turned on for cellular data at the time of the update. Verizon Wireless phone and in store support - worthless. Waited four days for an appointment at the Apple Store - worthless. They checked the card, they wiped the phone and reinstalled - and of course the problem continues to occur. Still unable to switch on cellular data. Person I spoke with at the store said "they are aware of it" and my only option is to wait for an update which will fix this problem. Sorry, but that is pure unadulterated BS. I have a phone that is basically worthless because I can only use it for apps when I have a WiFi connection. Apple and Verizon refuse to replace it with a fully functional phone. Why am I paying for this phone, or cellular service in the first place. I travel and don't always, actually infrequently, have WiFi available, and shouldn't have to rely on WiFi.

Same as yours, it does not work since Saturday morning, 9.0.1 update. Funny that news are moaning about "lock screen bug" which has very low impact and almost no communication about this huge issue. Especially surprising that apply is not saying they are working on it. I am here since iPhone 4, this is the biggest issue I have ever seen on iOS with every versions.

PROBLEM FIXED!!! Just manually checked my phone for software updates (there was no automatic notification) and found there is now an iOS 9.0.2 which says "This update contains bug fixes and improvement including : FIXES AN ISSUE WITH THE SETTING TO TURN ON OR OFF APP CELLULAR DATA USAGE. (in caps for emphasis) Just downloaded and installed.....AND IT WORKS!
