IOS 9 Cellular Data Usage Restrictions not working

Hello, I just updated several devices to IOS 9 and I noticed the Cellular Data Usage Restrictions are turned on. However, when I check the Cellular settings I am able to make changes under User Cellular Data for section. This is the same behavior with all upgraded devices I have. Is this a known issue?

Thanks for your help with cap data plan having this feature working is critical for my family plan and devices.

I am having this issue as well for enterprise. After updating a couple supervised devices to iOS 9 the cellular settings are supposed to be restricted from being changed but this it's only half true. In iOS 9.0.0, when you shut off the items that you do not want working over cellular data and changes are not allowed for cellular data, the items that were already shut off at the time the restriction was engaged will stay off, even though they toggle back to green.

For example, let's say you toggled Music to not work over cellular data, then apply the restriction for cellular data changes, you'll still be able to toggle Music back over to work on cellular data so it APPEARS that it is back on, but as soon as you move away from the Cellular menu and come back Music will show as shut off for cellular data.

While this is really great for things that you already have shut off and restricted it's a real problem for things you NEED to have working over cellular data. For example, let's say that the App Store is something that you want to work over cellular data. If it the App Store is shut off after the restriction is applied, it is going to stay off until it is turned back on by the user.

So basically, any apps that you shut off in Cellular Data at the time the restriction to not allow changes was applied will stay OFF, even though the user thinks they toggled it to ON. Any apps that you leave ON in Cellular Data can be turned OFF by the user or turned back ON.

This is a real problem if you need something to stay ON.

I am having the same problem. Any apps that had cellular data turned off before the update, won't connect to cellular data now. I go to settings and click the toggle "on" for cellular data for that app, but when I click on the app it says no connection. Then I go back to settings and the toggle is turned off.

Diagnostics are turned on.

HI am having the same issue with my iPhone 5s , I upgraded to iOS 9 and it worked fine until today , I was unable to access any apps using cellular data. Those that were turned on remained on, apps that were turned off cannot be turned on. I am gonna file a feedback form on this issue to raise awareness on this glitch as realize many of us are experiencing the same problem. I hope it is resolved quickly.

Wanted to give you an update after today's activities. I was finally assigned a Senior Advisor who is actually calling ME now. He had confirmed earlier this morning that word had finally gotten around at Apple about our "bug". As you've already heard, they are working on an update, which he said would probably be out very soon. We have another call scheduled for Wednesday morning and I'll post updates (if there are any).

I'm experiencing the same. The apps affected are both 1st party Apple apps and also 3rd party apps. I'm on an iPhone 6, model MGCQ2LL/A. I've had this issue with my phone since immediately after the update. I'm also having the same problem with my iPad Mini 3, model MH3N2Ll/A. The issue did not affect the iPad until several days after I updated. Both of my devices are now basically useless. Let's hope the fix comes soon.

Had the same problem. Apps that I turned data off before the update to iOS 9 refused to turn back on after. After about 6 hours of searching google the most believable reason I found is that during the update process a file was corrupted and I was pretty much screwed. The only fix I found was to reset all settings and delete all content from my device and during the set up chose set up as a new device. The stupid file that's broken saves broken to your back up so if you try to restore from a backup you restore the broken file too. Good thing is signing back into iCloud put all my contacts back and 2 gigs of data later I had reinstalled all my apps. Down side is all my apps think it's a new device so I lost all my progress on some of my games.

Same exact issue as everyone else. I don't see how I can fix this issue-- tried many different workarounds and none seem to turn on data for apps that has been switched off before the 9.0 update.

I am going to try to go back to the previous version. This issue really debilitates because it really renders my phone useless I have wifi. For anyone that travels, this is a huge problem.

Another issue I have is with Gmail. I don't know which update it is probably the 8.XX updates. I can't receive mail messages from the Mail app. It just won't update at all! The issue still persists after re-adding the account, re-booting the phone.

I am experiencing the exact same bug too on my iPhone 6 after upgrading to ios9. When I switch the toggle for cellular data for a specific app on, it actually moves but when I go back to settings (after one of the concerned apps told me that cellular data isn't enabled) the toggle is back on off, hence white and not green. All the apps, where cellular data was turned off before upgrading to ios9, are concerned. Its a serious problem, suddenly one can't use several apps at all (I got lost yesterday cause I couldn't enable cellular data for maps).

Apple, please fix that with the next update! It's a serious bug and it shouldn't be in a major release after the beta at all!

If feasible, as many people as possible should report the bug by emailing Apple http://apple.com/feedback/iphone.html
