iPhone not recognized in iTunes 12.3

I have iTunes 12.3 installed on a laptop running Windows 10 and cannot get my iPhone 6 plus with ios 9.0 to be recognized to sync or backup. The troubleshooting indicated it may be incompatible with USB 3.0. What can I do to resolve this issue? Thank you

When I updated to iTunes 12.3, iTunes would no longer see my iPad, but still saw my iPhone.

When I updated to iTunes 12.4, iTunes would no longer see my iPhone.

To restore iTunes access to these devices, I had to do BOTH reset the driver for each device, then reset (delete and let iTunes rebuild) the Apple LockDown folder.

Open This PC in Windows Explorer

View tab / Options / View Tab / Show Hidden Files and Folders

then

Windows (C:) / Program Data / Apple
