I just updated my phone today to iOS 9 and it does not allow me to draw on my notes app, any suggestions? I restarted it by holding the power button and home button, did nothing. I just take a guess it's something that will have to wait until their next update :/

Not working on iPad 3 Retina either. Is this noted somewhere by Apple? None of multi-task features work either. Also, iPad 3 seemed to run slower. I downgraded Back to 8.4.1.
Please Goes to Notes App then you can find "' UPGRADE '' . click on it then you will able to draw

Performed Test:
Drawing done with iPhone5s and synced with iCloud. On iPad3 the fore mentioned drawing is shown as a picture and not editable.

I have it iPhone 6s Plus, and I just updated to the new iOS 9, and none of those options show up for me either.
So frustrating.
That's exactly what the issue is. The only problem is I use my email notes folder the most. I hope they can change that.
Also, you want to click the back arrow and make sure that you are on iCloud notes and not your mail notes. It will only work with iCloud for some reason.
