Ios 9 cant enable mobile data for application(s)?

I was traveling while upgrading my device, and most seem to work as expected so far.

Since I'm careful with roaming charges, I disabled most of the apps from the mobile data setting page before I left, so I could read mail abroad without using alot of data in the background.

After upgrading to IOS 9, I can't seem to enable mobile data for any new apps.

The ones that were already enabled, is fine.. they can be disabled and then enabled again, but for example spotify refuses to use mobile data after the update,

I've restarted, soft reset, and every time the mobile data checkbutton is back to off if I go out of settings and in again (and it doesn't work).

Anyone else have this problem?

I'm having exactly the same issue. Any apps that were switched off for mobile data use before the IOS 9 update will not now switch back on. I've reset network settings to no avail. Deleting the apps and reinstalling them doesn't seem to work either. I thought about using one of my recent backups to iCloud but oddly since the IOS update I no longer have any phone backups despite me previously backing up pretty regularly!

9.02 fixed the cellular data freeze. Thank you to the software engineers who came up with the fix - it can't have been easy, taking 12 days as it did, and you must have been under tremendous pressure. As for those in Apple's management who made the decision to go ahead with the iOS 9 release so that it would precede the release of the new phone, for which many of its features were designed, bad decision? The reputation of Apple for smooth reliability has been dented. You seem to have known about this glitch from the feedback of Beta iOS 9 users, and pushed through its release anyway, according to postings in this forum. Let this be a one time only big mistake, and your customers may largely stay with the iPhone, but be careful - if a brand belonging to your completion builds a reputation for similar usability AND impeccable reliability, the iPhone will lose its top-of-the-line status, and customers. Guard your brand, Apple. You've got a lot of fancy watches you're hoping to sell, which most iPhone users at this point don't really want or feel they need. Maintain the reputation of the iPhone, and maybe the watch will catch on - but much more importantly, when it comes time to buy a new phone, your customers will replace their iPhones with new iPhones. 😐

I have a 5s with iOS9.2, just updated last night. The device was running iOS 9.1 without any issues. I got a new sim card and passed it to my mom. After a few days of use the phone stopped connecting with Pandora via cellular. I had to travel a great distance to my mom's residence to retrieve the phone and see if someone had changed the settings. What I found out is that the 5s cannot use cellular data to connect any of the apps. Weather, Pandora, Maps,... nothings works - unless I connect to Wifi. The phone functions work but any app that requires data suddenly stopped working. I have already done a hard reboot several times; I have restored the phone; I have setup the phone as NEW - and I am still unable to get the apps to work with cellular data.

I have not been to the Apple genius bar yet. Has anyone been able to resolve this issue? Thank you.

This problem still persist in ios 9.3.1

I cannot change my cellular data usage from off to on.

so to be clear in the cellular settings, scroll down to where it says use cellular data for, I cant turn cellular data on for any app or turn them off. I still see the settings but it looks lighter in color to indicate that i cant change it.

so this has to be fixed not in the next update but in a seperate update in the near future because this is getting too frustrating when i want to use some apps with cellular data and then realize oh i can only use wifi for the app.

Ios 9 cant enable mobile data for application(s)?
