When I hold down the app, the icons wiggle and I get the Xs to delete but the device freezes and I can't do anything further until I reboot. This is on an iPadAir1 and has occurred only since I updated to iOS9 yesterday. I'm also having the problem connecting to GameCenter that others have mentioned. The same problems are NOT happening on my iPhone that was also updated yesterday.

I actually have the same problem. But you can get around it in the mean time by deleting the app though the settings. You go to Settings > General > Storage & iCloud Usage > Manage Storage , then just click on the app you want to get rid of and press delete app.
I Keep being asked for a restrictions pin no. I have put in the pin no. for the iPad but it isn't working. How can I get the restrictions pin no?

Thanks a ton Zabumo. I was struggling to delete two apps on my iPad Air 2 and finally your suggestion worked ! Great!
I followed the string all the way to apps. No place to delete. Then I checked to make sure restrictions are off for deleting apps and they are. And of course like everyone else here, holding down the app never gives me an "x". I need to get rid of some apps. HOW?????
