iOS 9, Cellular settings not saving

Is anybody having this issue? Is there a solution?


When I go to the "Cellular" Settings and mark off the apps I want "Use Cellular Data For:", they do not actually save.


When you back out and come back into that panel, they are unmarked again. The only ones still marked off were the apps I had marked off as yes prior to the installation of iOS 9. I have restrictions off for everything.


When I try to use the apps on cellular service, I get errors saying I need to be connected.

I am still unable to download 9.0.2. It still doesn't show up when I go into my settings and check for updates...only 9.0.1 shows up there. So I tried to do the download from iTunes. After the download completed (took 70 minutes), it said "processing file" for a few seconds, then I got an error message saying, "There was a problem downloading the software for the iPhone. The network connection times out. Make sure your network settings are correct and your network connection is active, or try again later." I tried the download again. Same thing happened, it went through the entire 70 minutes of downloading, started processing the file, then gave me the same error message. Our network connection is working fine, so I don't know what the problem is. Has anyone else had this issue? Any suggestions??
