Can't select multiple pictures to add to another photo album in iOS9

Since updating to iOS9 I've noticed it prohibits the ability to select more than 2 pictures from your camera roll to add to another photo album you've created. If you select more than 2 pictures and press "add to" to try to add it to another album the photo app closes. This was possible in iOS 8. Why does it do that? I have an iPhone 5s.

The plot thickens... I managed to import everything in both Photos and image capture, but couldn't find an option to export them from Image Capture, and now I can't open Photos because it needs an update, and I can't connect to the app store. I'm hoping these are all just bugs that will be fixed. I can live without adding pictures to albums for now. Weird. Thanks again.

Ok, they are now on my computer in a folder labeled pictures. So that was successful. After switching from using my hotspot to using wifi, I can connect to the app store but it says the Photos update is unavailable at this time and to try again later, which is what it's been saying for about a week. I hadn't worried about it because I'd never used it. Bizarre.
