I upgraded my iPhone 6 / 64GB from iOS 8 to iOS9 today and the Siri is muted. I able to use Siri features but there is no sound (she doesn't speak at all). Same thing happens on notification sound. Sometime I get notification sound 'Beep' on WhatsApp new message sometimes don't.
is this a bug?

Same problem. Siri is mute in my language (Italian) but it works if I change it with other languages. It works fine only the first day. In whatsapp I've the same bug.

Same problem with notifications on my iPhone 6 / 64GB with iOS 9 but Siri in german works as usual.
Hi everyone, I have fixed my Siri MUTED! \o/
1. Go to "Settings" > "General"
2. Then, go to "Accessibility" menu and "Voice Over" and then "Languages or Dialects" (or Speaking).
3. Select "Default dialect" and re-select your language speaker. For me, I am portuguese speaker I selected "Raquel (Refined)" -- not default
... and success. Check if your silent switch button on the left of your iphone is unmuted and test your Siri! 🙂
But my notification sound on WhatsApp is still unstable. Sometimes works sometimes dont. 😢

Same problem with whatsapp notification's and also other push notifications... but for me (Spanish) Siri works fine in my both iPhone 5S 32Gb and iPhone 6 Plus 64gb.

for portuguese peolple:

rotor language (add pt-br because siri doesn't speak pt-pt yet)

I have the same issue with notification sounds. Happens with Mail and most other apps. Once I've switched to silent it stays silent until I've caused sounds on my phone again. I use custom sounds for pretty much everything.
Major issue for me. Can't hear notifications. Can't feel 'em half the time either...
Yep, same issue with WhatsApp. I’ve looked around and users have reported the same with other apps as well, so most likely this is the OS issue.
OS issue or App issue, I’m a user and it does not concern me. Hope I won’t have to wait till November for a fix.
I'm still having this same issue with any app that doesn't use the default iPhone sounds for notifications. Messenger and gMail especially. On iOS 9.0.1
Someone called Taurus Writer on another message board suggested the following (last July, but for a similar problem):
I spent weeks trying to solve this issue and I checked my Do Not Disturb settings countless times...however, look in your list of Messages...does any Message have the MOON next to that Contact? Click on that Message, click on Details, and you will see that you have Do Not Disturb on for THAT specific Contact.
This worked for me for the problem after iOS 9.0.1 and it would explain why some people find the problem is intermittent - Do Not Disturb (somehow introduced by iOS 9.0.1) for some callers and not others.
That doesn't apply to me. The problem is with other non-Apple apps, such as Messenger or Whatsapp, in addition to some Apple apps

ME too!!!!! i have been on with Apple Care with no results. I also have been emailing with the iMailG app deloper. He days its sn iOS issue! If you or anyone figures out how to fix it, please let me know. Im ready to throw my phone against a wall!
That is great but mine is coming from my iMailG app. I get the banner notification, but no sound. It is so annyoing!!
I have the same issue and have tried the fix as far as Siri and it didn't help me. Still Siri is muted and not sound on notifications. How can Apple not have a fix for this yet? It's very annoying. I'm really hoping one of you wizards will figure it out and let the rest of us know.
