I upgraded both my iPhone 6 and iPad to iOS 9 yesterday. The news app works fine on my iPad but won't load on my iPhone. It gets stuck at the "Welcome to News" screen and appears to be constantly loading.

Try a forced restart: Simultaneously hold down the Home and On buttons until the device shuts down. Ignore the off slider if it appears. Once shut down is complete, if it doesn't restart on it own, turn the device back on using the On button. In some cases it also helps to double click the Home button and close all apps BEFORE doing the restart.

Thanks so much for the suggestion. I had previously tried the forced restart and was unsuccessful; however, I hadn't trying closing all apps first. Sadly, that didn't work either.
Are you located in the US? Currently the News app is only available in the US. It was also supposed to be available in the UK and Australia on launch but they were delayed. No information has come out as to when it will be available in other countries at this time.
Yes, I'm in the US so, unfortunately, that's not the problem either. The app is working fine on my iPad.
You're not alone. I had the same experience, as did a fellow at work.

Thanks for the suggestion, but it didn't work.
But here's something: go to settings-->iCloud-->turn off News App in iCloud settings-->back to home screen-->click on News App.
That should get you past the screen where it stall to a screen that says "Get Started" Then it seems to work.
Thanks a million. This worked! Also, after successfully opening the app, I went back into iCloud setting and turned News back on and the app still works.
For me, combination of both got it working.
It was combination of Lawrence Acker's steps (turning off NEWS app) and Sharpest's steps (signing out of iCloud).
