Speech on selecting text read too fast after installing IOS9. I tried to adjust speech in the setting but it did not work. It happen to both iPad 2 and iPhone 5s.

That is what I did
Settings > General > Accessibility > Speech then adjust the slider under Speaking Rate
It seem that it read very slow when I slide speaking rate to the turtle side, but when I use the speak option in the app it still read out supper fast.
I Still have the problem, and never stated it was resolved. I performed a reset as well as both speed settings for speech and voice over. No difference at all in speeds. This is absolutely 100% an Apple IOS 9 bug. I code on the side, and have logged many bugs working for Cisco systems, I think I know a bug when I see one.... Lol

What exactly does that mean? That you did a reset on the device? If so, the next step in User Troubleshooting after a reset is a restore, first from a backup and then as new if necessary.
It's easier than all that, or at least less severe.
* In brief, get the speech rate control open (put it as the triple click option for the home button if needed) on the screen and leave it there while you work with different methods of having your phone read aloud. After all of this it should work like you want to whether the speech control is open or not.

I Have this problem too and it was not there prior to the iOS 9 upgrade. Issue is not fixed by reducing the speed in either of the two above mentioned locations. I'm dyslexic and rely on the text to speech feature heavily. This is a severe hinderance to disabled people.
The setting in Voice Over will not change the speed of the speech for reading selections, such as a text message. You need to go to Settings>General>Accessibility>Speech>Speaking Rate. It works fine on my iPhone 5s with iOS 9. Try turning Speak Selection off and back on again to see if that will help. It should adjust with the slider bar.
Then after a reset, the next troubleshooting steps are listed. Only two people have listed the problem here, and two people have tested and their devices are working.. This isn't a bug, it is a problem with your individual device. Complete the troubleshooting steps.

I never said you stated it was resolved. Two of us posted troubleshooting steps and do not have trouble. Besides the person I was answering, there were two others, you and the OP. Relax. Since you are convinced it is a bug, then report it to Apple. Stating so here does not do any good.

Follow this way: Go to Settings > General > Acessability >Speech >Voices and select another Voice. Than close it and reopen the setting Page and follow the steps again and choose your prefered language.
In The Section Acessibility you can also change the Speech speed.
And if you want to use the Text to Speech system with the Short message Service just Swipe down with 2 fingers and then you have a box where you can change the Speed (Turtle for slow and Rabbit for fast) and pause, forward ord rewind the Speeched Text.

Confirmed! It's not 100% accurate as far as speed of the test voice when you slide the turtly/rabbit speed bar, but it's now at least understandable. Seems Apple needed to test the upgrade with different voices than default. Switching the voice made a huge difference. Now maybe if I try tapping the screen five times and touching my index finger to my nose while balancing on my left leg, it will help calibrate the speed.

Hmmm, another bug? I see that the swipe down with two fingers is indeed a feature, but I'm not able to do it. I run two fingers from top to bottom while in the home screen, and nothing happens. Matter of fact, it becomes 100% unresponsive with the touchscreen after this and I have to press the home button for it to begin responding to touch commands again. I posted in video:
I had that problem too...!! Was driving me crazy...!! This is what i did... while on home screen swipe to the left... than swipe from the top of the screen to the bottom with 2 fingers... the turtle/rabbit window appears and just adjust to your liking.
