For the last week or two, I've been virtually unable to stream Apple Music over AT&T LTE in southeastern Wisconsin. Everything else is super fast. A Speedtest routinely shows I can get 20Mbps. I thought maybe it was on Apple's end, but I never have I have trouble over WiFi. I do not have "High Quality over Cellular" enabled, though I'm kind of annoyed I can't even try it! Anyone else having issues? Any theories?

For OP and all others -- your speed is to the local connection server -- once it starts moving through the system - it depends on how it is routed. The weather and of course fires can cause problems.
It helps to know where the server is that you are trying to connect to.
At&t can definitely throttle specific services if they want to, but I'm fairly positive this is an Apple issue. IT doesn't make any sense that AT&T would begin to throttle app updates and news all of a sudden.
Has to be att issue. Works fine on wifi and on other carriers. Even works on VPN over LTE.
I am in Minnesota, we have the same issue here.
Same thing happening here in Minneapolis on AT&T. I thought I was going insane when the music would cut out after five seconds.
I checked the Speedtest app and was getting 10+mbs. So it wasn't a bandwidth problem.
Can you provide video of this? I know it is a big ask, but that would really be some solid evidence.
I don't use AT&T and music streams just fine for me on IOS8 and 9.0.1
Everyone here seems to be on AT&T, and is reporting problems with it.
I got my buddy in another city in Florida to try and he has the same issue, on LTE doesnt work but on wifi does.
Reading some stuff and talking to him made me realize I think its an iOS 9.0.1 issue, because it was working just fine for me before the update, I just cant confirm it.
I have the same issue. Two iPhones in family sharing and both stops. We are in a att mobile share in Bayamón Puerto Rico area. When connected to wifi works normal and even doing LTE tethering to a MacBook Pro do the same in the mac.

I just talked to Apple too, unfortunately the representative I spoke to was not too good.
I' m in NW Indiana, grandfathered unlimited data plan, using an iPhone 6 on ios9 and AT&T.
Apple music will not stream even though I have a good signal. Apple news will not work either.
Unfortunate update: like many of you, the problem for me has spread to other Apple services, such as the app store and Apple News. I also sadly, just updated to iOS 9.0.2 and it does nothing to alleviate the issue. That's not entirely a shocker, as this seems to be a network issue somewhere in the pipeline.. but I had a glimmer of hope when the update was released.
Negative, it could definitely be an iOS issue.

Here is a video proving that Apple Music doesn't stream properly over LTE.
In this case, it is AT&T LTE.
Is ATT throttling Apple Music??
