Is ATT throttling Apple Music??

Doubt it. it seems to be based on location and carrier. The evidence points to AT&T. Most likely it has to do with the DNS routing in some areas. I had a similar issue on our Macs a while back and switching DNS servers resolved the problem. Since it works with VPN over LTE, I don't see how iOS can be the cause.

Apple Music appears to be working for me. I've gotten through three times with no skipping or stopping.

SSpoke too soon. Four songs in and I'm dead again.

ios 9.02 did not help. Called Apple twice.

There are articles with this problem going back to the summer an possibly earlier.

Sounds The start and stop and start again - sound like somewhere in the pipeline is slowing the feed down so it does not fully load before starting to play.

As the US gov made the mistake of breaking up Bell Telephone - what used to be a single call -- just turns into a lot of finger pointing through the pipe line.

A speed test is only from your device to the local office/server -- after that -- a problem can happen anywhere along the communications lines.

Let me ask you this:

are you able to search Apple Music? Get results?

do album covers load?

do songs start playing and then stop?

I may not have been clear. I mean that the regional DNS is most likely pointing Apple server queries through a pipe that is either throttled or at capacity. In my example, changing my Mac DNS changed the path to Apple servers. I don't mean that DNS is broken. Sorry for the confusion sir/ma'am. Either way, there is nothing in the OS that would explain these symptoms. Hopefully all will be resolved soon, and we will know for sure.

I'm having the same issue, and definitely it is not iOS9 since I'm still on 8. Music sometimes doesn't even start or skips several times through a song. Sometimes it just goes mute. I have all bars, LTE and the sping wheel next to it just goes and goes. It started happening to me two-three weeks ago. The only reason I upgraded to 15 GB of data in ATT was because I wanted to stream Apple Music. It works fine through VPN over LTE and through WiFi. I can't say for sure but it looks to me like this is an ATT throttling issue. Let's hope there's a resolution soon. I'm livid. We need to make more noise. This is ridiculous.

it shoud be att because I don't even receive emails and can't download an app in LTE. I reset the network settings and receive the emails etc but the apple music can't get it work. I called apple and they doBy know about the issue.

This is drastic but I've had some luck at least temporarily.

Go into setting and Reset Network Settings. It's a bit drastic (erases wi-fi information and all of your saved network passwords, etc.) but Apple Music was working on LTE after my phone reset itself. Apple News on the other hand.... it's still stuck.

I already did it and doesn't work for me. i read in other forum that the last update apple release 9.0.2 fix it. If doesn't and my last try will be to restore the iPhone.

Updated my phone, reset network settings ... nothing still the same issue....

My GF has this problem too

I have the exact same facts and problem - southeast Florida. I have noticed that Beats1 is not affected by this.
