download paused and won't restart
I'm trying to upgrade to El Capitan from Yosemite on my Mac Pro. The download got paused and now it won't resume (just says "waiting"). Any idea what to do?

OS X EL Capitan download paused multiple times. I don't know what else I can do to update it.
By the way, I thought i already downloaded and installed OS X Yosemite last year. I don't understand why I still need to download it again to resume OS X EL Capitan. It doesn't work for me anyway.
Any one of you able to do the massive download, did you guys do it by cable or wireless?

Shut down the internet. The computer will say that there is no connection and will stop downloading almost immediately.

I downloaded another free app from appstore and stucked el capitan started automatically
I had the exact same issue. I even went into 'purchased' on the app store and it wouldn't resume from there either. After reading this thread I went into app store, downloaded a free app and then it resumed perfectly after that.
It's a bit of a pain, but hopefully it will download OK now.
Maybe you can try this...
In App Store -> entered purchased -> find queue item of "OS X El Capitan"
If the button state of "OS X El Capitan" is "Waitting..." and button disabled then you can't do anything of that, even reboot so many times still got this, you can try to press "option" button in your keyboard. Then you'll see button text switch from "PAUSE" to "CANCEL" and, button is enabled to click.
Press "CANCEL" to restart download. Maybe re-download is wasting time, but it solved the update always waiting issue.

Faced with the same problem, came across this suggestion. Go to Launchpad, click and hold down on the download icon until it jiggles, and start again. Got a 20 minute download after doing that.
This is really weird.. I had the same issue...both El Capitan and an update to Numbers were paused. Nothin gI did, in rebooting would start them agains so I clicked on Yosemite (as mentioned in other posts) and immediately Numbers started to download as well both Yosemite and El Capitan! What a dumb glitch!
SOLVED! Hold down the 'option' key and you'll see the button changes from 'Waiting...' to 'Cancel'. Cancel the download and then start it again.
My download is concluded. However the installation process does not start. Just get a waiting icon on app store and downloaded bar in purchased menu. How do I kick jump the installation?
I was downloading a big file (Call of Duty 4) and El Capitan decided to update itself during this download. When I woke up, the El Cap update was finished by my download of COD was paused, and paused, etc. I couldn't do anything to get it to restart. Finally, I just clicked on the icon in the Launchpad, held it until it got scared and started shaking (LOL) and deleted it. Then I went back to the App store and started the whole process of installing it again. I had no problems this time.
Note: waiting for the "pause" to go away just did not work.
I have this problem for months now. I can't update because when I clicked Resume button, nothing happened. What I did was click the IMovie icon itself and I was redirected to the IMovie description and I clicked Install then clicked Update after, and it worked, it's still updating now, but it seems ok now! ^_^
This fix still works, two years later, with Sierra on a 2010 Mac Book Pro! Thank you.
