How to rename a note in the new version of Notes
Once you make a new note, I can't figure out how to rename it. You can rename folders, but not the notes themselves.

I’ve noticed that on some notes when you swipe down on them, the option to ‘Edit’ is not always given. No idea why.

Open the Note, go to the top of the Note and pull it down with your finger. On the top, you’ll see “suggested name” and “Edit” beside it — click on ”Edit” and you can re-name the note. Adding the name as text on the first line of the Note also works.
I too have this problem – I am trying to put am PDF into my notes and then title it as something more useful than "New Note 1". Very irritating. And you can't title it by double clicking on the left hand column or by writing above the PDF – well, it hasn't worked so far.

There is no way to retitle notes. It just takes the first few words. So if you put the title at the beginning of the note, it will be the title.
You need to drag the note down to reveal the title. It can then be edited. This is a bad UX situation, it should be visible at all times. Bit like the search bar in settings that has to be dragged down to be visible...
I've just bought the pencil and the new 10.5 iPad and also have this issue. I don't want to type a title into my sketches and like you, every one is currently called "New Note" - Wish the Apple Developers would think things through. Definitely needs a way of renaming the the title. My workaround at present is to name a new folder and put the sketch into the folder - works but now have a lot of folders, navigation is %$*%* and it feels like a bodge rather than smart new tech.
I did a few handwritten notes yesterday and all I could do was be very careful with my handwriting on the first line but it wasn't ideal (because my handwriting isn't). This morning I started a new note, and I know I was doing something up the top, so I must have been pulling down, and it delivered me a title box, great. Went on to the next note and it doesn't work.
Open the new Note and enter the desired name as the first line. That will change it based on my testing.
For images, open the note in iCloud on your computer.
Click on the left of the image and hit Enter to create a line above the image.
Click on Aa at the top left of the note to get the options list. Click on Title. Click into the line you just created above the image and type in the title.

Yes that is the way it has always been.
Ah, a bit of pulling and pushing later. I remembered the pulling at the sides and the bottom had changed for the iPad Pro, which I just upgraded to from a very old iPad. So on this one I pulled over from the right and if I held my mouth right it came up with 'Created on date and time'. When I clicked there it toggled between Created on and Edited on, bit like on the bottom of the Kindle app. Then a bit more pulling from the right, had to try a time or two, and it came up with 'Note Title: New Note' and a clickable Edit. I'll probably get used to the way to get this up, but that must be the way to do it on this version of the iPad Pro.
So what do you do if you don't use the notes for text? I use the Apple Pencil in notes and I have a bunch of notes named New Note. It's becoming unmanageable.
So long as you have the Format, New Notes Start With, set to Body then the Name is the first line of the Note and can be changed to anything you like.
Highlight the Folder in the left hand column and edit like always by double clicking.
Wit the latest version of Notes on iOS 11, the ability to edit the note title exists at the top of the note itself. Simply select Edit at the top of the note then rename the note.
