I filed the bug using this link. http://www.apple.com/feedback/safari.html
Thank you very much.
It helped me:
.....Use these steps to remove cookies, cache, and other data stored by Safari for a specific site:...
I apologize,
but I have just check: it happens still, even cache is deleted, but it is interesting that this does not happen in Chrome :/
Excellent two questions!
The problem is with Safari only, after ElCapitan installed.
I started to use Chrome, and I am not happy, at all.
Safari was excellent until ElCapitan released.
I have sent Feedback, I am going to do it again.

For the time being my t.co links started working again after the always allow option... Did a (2015 iMac) restart and I had to close and open Safari few times. Hope Apple wil fix this soon....
I am getting the same problem with the new operating system
Tried everything listed on here but keeps sticking on page links
Same issue with Google Search, so it is not Twitter's
Btw: deletion of 's' in 'https' does not work in every case.
P.S.: I have sent the feedback to developers with the link to this thread.
Holy cow, this worked for me!! Thanks!!!
