Network Preferences Not Responding

I need help. Since upgrading to El Capitan 10.11.1, my System Preferences folder in my main account only opens to Network Preferences. The network preference settings are blank, and system preferences locks up. Wifi works, though. Here's what my screen looks like:

I have tried:

1. Safe mode start up. System preference still freezes. And does't work after safe mode start-up.

2. Deleting com.apple.systempreferences.plist. Still freezes.

3. Starting guest user account. System preferences opens, but network settings are blank, and system preferences freezes in network pane.

4. Checking to see if 32-bit setting is checked. It is not.

5. Running console and pasting the error messages on another support thread. Crickets. No response. Here's the console readout again:

6. Reinstalling the Operating System. I STILL HAVE THIS PROBLEM.

7. I have an open support case and will be contacting support again. Fun. Not.

This worked beautifully, but less than a week later, the problem has returned. And this is without making any changes to Network Preferences, all I did was view what the settings were. Now I'm back to the blank panel as shown in the initial posting of this problem. Also, it freezes System preferences and you have to force quit. So sadly, I guess I'll need to perform this interim solution if I have to change a network setting. Maybe we'll just have to wait until macOS Sierra comes out this fall. Even then, a clean install maybe necessary, so that the problem isn't pulled in from El Capitan.
