We can not use shuffle in our own playlists on the new Apple TV 4.
I miss very much that function!

In the Music app, go to the Playlists tab and click on the playlist you wish to shuffle. Once in the playlist, scroll over to and select the "More" button underneath the playlist cover image. From this menu, you can shuffle your playlist.
Well not on my box you can't! When you load a playlist (user-created, not Apple curated), the usual buttons on the right ('in my music', ❤️, and 'more') simply aren't there, so you can't do anything
Indeed, in our own playlist, we can not scroll over the image and we therefore do not see the "more" button. Unfortunately, no shuffle😕😟
Please Apple... do something 😢
Ahh... Now, do either of you have an active Apple Music subscription or are these your own iTunes Purchases/iTunes in the Cloud songs?
For reference, I have an active subscription and there is Apple Music content in my playlists.
I have no active Apple Music subscription. All My music is on the cloud with iTunes Match (now part of iCloud Music Library) and the playlists are playlists of my own music on the cloud; maked in iTunes on my PC and put on my iTunes Match icloud library.
Both.. I have an active iTunes Match subscription, and am now also subscribed to Apple Music, so the music is a mix of my own music ripped into iTunes, iTunes purchases prior to Apple Music - both now in my iCloud library - and Apple Music tracks.
Ahhh I've read a few other people having issues with regular iCloud library playlists not showing those options, including this: I cannot shuffle music in my playlists on Apple TV 4

EDIT: Maybe AirPlay your music from your other devices for the time being until Apple fixes this.
Have you tried restarting the Apple TV from the Settings menu? I have noticed a lot of bugs with the current software and this seems to be the only way to cease some of the effects (for me anyway).
Same problem - No Shuffle on own playlists - after restarting.. 😢😢😢

can you shuffle on your own playlists (from the iTunes Match) ? I see that you also are a Apple Music member...
MY experience so far is that all Apple curated playlists offer a shuffle option, and all my own created playlists do not
UPDATE! I may have just worked out that this is a bug after all. I am an Apple Music subscriber, so I have playlists that are made up of Apple Music content, my own iCloud library content, or a bit of both. In my testing I found that all playlists DO NOT have a shuffle option, unless the playlist is SHARED via Apple Music. This seems to be a bug, as I'm pretty sure they wouldn't really intend it to be limited to just shared playlists. I hope this helps.
Jamay and Rustpunt are correct in their replies. I am a paying iTunes Match subscriber and the ability to shuffle my playlists is gone.
IInterestingly, I've also found that if I share a playlist, that playlist then displays on Apple TV with ALL its contents, not just the first 250?!?
