My restrictions code is different from my passcode but I never set one. How do I reset the restriction code?

My restrictions code is different than my passcode but I do not know what it is and don't recall ever setting one. How do I change it or figure out what it is?

iPad Mini, iOS 9.1

Just...NOT true in all cases. Apple refuses to admit this widespread problem that occurred to thousands of users after the update before last. You think...?

that you would read at least a FEW of the HUNDREDS of threads about this problem, and the OTHER AVAILABLE FIXES before you just ...post this. ...as IF— that it!

I have had iPhones since they were 1st introduced so no one can blame this huge problem on my being a clueless newbie. Out of the blue one day when I went to make a settings change I was asked for this code. I have every security question, password, emergency email address that I have ever used stored so that I can refer to my list in the event of a lapse in my memory. I KNOW there are only a handful of codes that I would have used so I didn't ever set it. I did a complete restore from backup and was so mad when I completed the restore only to have the darn thing ask me, for the 8th time, for this unknown restrictions pass code that I NEVER set up. Decided to just bite the bullet and do a complete restore back to factory defaults which took WAY over 24 hours!! I never thought about the fact that my workhorse old iPhone 4 would have to go through 2 years of updates in order for me to use the apps on my phone. I have a LOT of apps!!! I about went postal when my freshly restored phone asked me again for the code. I went to the store where I bought the phone to see if they could help me and the sales person took a look at my old phone and said it was about time for a new one anyway. I was told it was likely just an incompatibility thing since they were really only writing updates as far back as the 4s and a brand new phone would solve the problem ---- WRONG!!!!!!! It still asks. Someone help.... I have had 8 failed attempts. SURELY Apple support can figure out how to reset this thing. I know all the answers to my security questions, I have the emergency backup email in place, I use 2 step verification...... for goodness sake SOMEONE find a solution --- please help me!!!
