I can't get the Gaussian blur to work, help!

I have a short 4 second clip I need to blur, I drag and drop the gaussian effect onto the clip and nothing. It won't blur and

have no idea what to do next. Thank you

Final Cut Pro X, OS X Yosemite (10.10.3)

Select the project icon in the Browser and then open the File menu.

The problem seems to be I highlight the clip and it goes yellow all round the border - as I bring over the effect the yellow goes off.

Is that saying I can't apply it?
