Keep getting "Finish changing your pass..." notification

I'm using El Capitan. I recently reset my Apple ID password. I've cleared my keychain and logged out of iCloud and back in. Now at random times a day I get a notification with, "Finish changing your pass..." followed by, "Your passcode also protects access to data stored in iClo..." Then I have the option to click 'close' or 'Enter Passcode." It doesn't matter what I click, the notification goes away, nothing happens, then it pops up again in a few hours. See attached.

I started getting this message on my MacBook Pro (macOS 10.12) and my iMac (10.11.6) last night. Has now happened again today on the MacBook Pro.

I have not changed my Apple ID password recently or made any iCloud changes. Also, I do not have the "Allow user to reset password using Apple ID" option set on either Mac. However, about a day before this started happening I did change the login password for the admin user on both Macs.

Everything seems to be working fine, I can login to iCloud from any device without issue, but I am stumped why this notification has suddenly started to pop up.

I am using macOS Sierra 10.12.1, which might also be called macOS X. I have the same message, or very similar, but my options are Close or Details. It starts by saying Finish Changing Your Password, but I probably never started changing my password. Maybe I should change it now and then, but I must ensure my wife knows it, too. Your password also protects access to data stored in iCloud. To finish changin... It stops there. I can click on Close or Details. I probably clicked on Details in the past. I could follow the advice in this stream, but I might never return here. Oh well, I might return here. I will give the problem due diligence. I have a MacBook Pro, an iPhone, and an iPad. My wife can say the same thing about her internet devices. We share that Apple ID password for our purchases.

Clicking Details takes me to System Preferences for iCloud. It says iCloud Preferences wants [sic?] to make changes to your account. Type your password to allow this. Is this a virus? A hacker? An identity thief. I guessed no and typed in my Password (Apple ID password) as requested. It failed, though that password is good. The User Name shown here in gray is my first name, then my last name, separated by a space. My (our) Apple ID is an email address. That is grayed out (User Name), so I cannot change it. I have help from this Discussions page, but that seems to be a long process. I can click Close instead of Details for now. This happens only on my macOS device.

I've been getting this on and off since last month. Most often on my 10.12.1 system but also occasionally on my 10.11.6 system as well. iOS devices are fine. Even on the 10.12.1 machine it doesn't happen every day and it doesn't always happen on startup/macOS login, though that's when it seems to happen most frequently.

It appears not to be anything to be too concerned about, just click close and move on. It seems like something screwy with iCloud at Apple's end (likely when a Mac tries to renew it's iCloud login credentials or something) triggers it every now and then. I do wish Apple would get it sorted out though.
