i had just bought an iPhone 6 off Craigslist for my girlfriend for Christmas the phone is not black listed not reported stoling an the person will not respond back to me about the iCloud still locked on the phone

The ONLY way to remove activation lock on any iOS device requires you to know the password to the iCloud account used to set up activation lock. Nobody in their right mind will sell their iPhone with their Apple ID still connected to the iCloud.
You should return it back for a refund, the iPhone will be useless to you and nobody can bypass Activation Lock.
Sorry, but the iPhone is useless until/unless the prior owner removes it from their iCloud account.
i looked up the IMEI number an it's not black listed or stolen an when I had got it off the guy he said it was unlocked to any Carrie an my tmobile SIM card didn't work I had to go on AT&T to get the phone factory unlocked which I did that but theres still a iCloud on the phone which the guy will not respond back to me now
so now I'm out of $300 cause he won't take his iCloud off the phone ??
Looked up IMEI number? Of course you want to believe.
Easier is to return for a refund, because there's no work around.

its not stolen I looked the imei number it's not blacklisted or reported stolen the iCloud is just locked on the phone an how can I return for a refund if the guy does not answer me back sense he sold me the phone
There is no universal list of stolen phones. Turn it over to the police.
didnt know there was a list for stolen phones. No way to unlock. Return it.

We can't help you, help can only come from the original owner, otherwise you got an expensive paperweight.
Hlow you goin to tell me there's no way of seeing if the phone is blacklisted or stolen Google an you tell me there's ways an I have check all it says is there is a iCloud lock on the phone
