POdcasts are now playing at half speed or slower on my Apple TV 4. I was controlling it with a universal remote, and somehow changed the playback speed. I initially had the speed at 2X normal and then got it to play at .5. This affects all podcasts and persists after a restart.

I experienced the exact same behavior. The only thing that has worked for me to restore proper playback speed is to reset the Apple TV.
I spent an hour on the phone about this very issue with Apple tech support this evening (January 26, 2016) and no other solution surfaced. And we tried pretty much everything.
I personally believe Apple simply left Playback Speed controls out of this version 1.0 of the app, but that our universal remotes (mine is a Logitech Harmony One) have the ability to accidentally (though irreversibly) trigger the function.
If Apple contacts me with a solution, I will come back and post it here.
Disappointingly, updating to tvOS 9.2 did not resolve this issue for me. I am still stuck with 1/2 speed playback on the Apple Podcasts app on my ATV4.
I won't be doing yet another reset, instead I will just not use the Podcasts app at all until this is fixed.
C'mon Apple please fix this bug, or at least add the ability to change playback speed!
I also ended up with this issue after using my Harmony remote. Podcasts work fine if I use airplay to play them from my iphone/ipad to the Apple TV, but not on the native ATV app. Would love to see this fixed without the need for a reset.
